RESOLUTION OF
THE FIRST NATIONAL CONFERENCE ON FORESTRY
The 1st National Conference on Forestry opened in Vientiane from May 22 to 28, 1989 under the direct chairmanship of the Secretary General, Chairman of the Council of Ministers Kaysone Phomvihane, to examine, discuss and exchange views in the determination of positions, directives and strategic tasks in Lao Forestry in the new period. Participating to this historical forestry conference are the comrades of the Party Political Bureau, Secretariat, Central Committee, Ministers, Chairmen of state committees, chairmen of provincial administrative committees, of the Vientiane Municipality, deputies from sectors, mass organizations and agro-forestry deputies from the center, provinces and districts throughout the country totaling more than 500 persons.

Through its holding for 7 whole days, the conference has listened and studied the opening speech and the intervention of the Comrade Secretary General Kaysone Phomvihane, Chairman of the Council of Ministers, the report of the Ministry of Agriculture and Forestry, the speech of certain leaders of the state, sectors, localities, and has extensively debated on the topic raised by the conference with the aim of reaching outlined goals and targets.

Through studies, discussions and democratic consultations throughout the conference, unanimity was reached over the following resolutions.

POSITIONS AND KNOWLEDGE
1.    The conference acknowledges the position and important role of the forests in the survival and development of socioeconomic life in our country in the present time and in the future.

2.    It clearly understand that the destruction of forests in our country as reached the point of urgency and the time when we must cease the felling of trees and burning the forests indiscriminately, which most worryingly destroy the forests, and turn mainly to the preservation, planting and development of forests.

3.    It has noted the objective necessity to place the task of protecting the forests in the forefront in the present forestry activities in our country, to convert from the budget's dependence on wood solely for to the development of other sources of income, namely mainly the overall agricultural products.

4.    It has acknowledged the necessity to link the development of agriculture and the protection of environment.

STRATEGIC DIRECTIVES AND
IDEAS OF FORESTRY SUPERVISION UNTIL YEAR 2000
By assimilating the Party's position on forestry in the new period, and through the analysis in details of the negative consequences and reasons for the destruction of forests recently, the conference has agreed on the strategic directives on forestry from now to year 2000 presented by the Ministry of Agriculture and Forestry and reaffirmed by the speech of the Secretary General, Chairman of the Council of Ministers, Comrade Kaysone Phomvihane as follows:
  1. Preserve the present forests' biological energy, improve and increase it, namely the development of management, preservation of the country's presently existing forests.
  2. Rationally use the forests' utility, while improve the forestry resources' economic value.
  3. The restoration, preservation and development of forests in connection to the needs in cereals, the production of commodities, and the reorganization of the production and the establishment of sedentary settlements for mountain population, until year 2000 for 60% of a population of 1,5 million still making a living from nomadic slash and burn.
NEW AND URGENT MEASURES
In order to attain the goals, directives and strategic tasks in forestry in the new period, the conference was unanimous over the following urgent measures:
  1. Accelerate the study and issuance of elaborate policies on the restoration, preservation, reforestation and development of forests, the rational use of forest resources. Namely, a law on hunting and fishing, the protection of wild animals and fishes must be rapidly issued.
  2. The sector of forestry and environment organization must be strengthened from the center to the grassroots by dividing the work between the different levels and share responsibilities in a clear manner.
  3. The state budget must be defined for the development of forestry work, especially the budget allocation for the reorganization of production and living conditions, the organization of sedentary settlement for mountainous population in view of preserving the environment.
  4. Attention must be placed on forestry cadres' training and employment to conform to the directives and tasks in the new period and apply adequate policies towards them.
TASKS TO IMPLEMENT IMMEDIATELY AFTER THE CONFERENCE:
1.     Localities (provinces, districts)
  • Cadres, armed forces and the people must receive information and education in each locality on the new policies and urgent measures in forestry.
  • Sectors of forestry and environment at the level of provinces and districts must be organized and consolidated by clearly defining their tasks and with elaborate work plans.
  • Felling and burning must be stopped definitely since they destroy indiscriminately. In necessary cases, the central forestry sector will consider and suggest the Council of Ministers to authorize felling, consider and prepare conditions to develop other sources of income for their budget.
  • Experimentations of sedentary vocations, the grant of forests and land to families and villages must be organized...in certain key areas before, and after withdrawing lessons, propagate to other areas.
  • Control of all sawmills and furniture plants and consider which ones to preserve and others to dissolve on the basis of the balance between the supply capacity and the wood needs.
  • Survey and control of forested areas in provinces and districts in order to declare as national preserved forests, of provinces and of districts.
  • Afforestation must be planned elaborately on improved seeds, seedling nurseries, land for seasonal afforestation, and conditions prepared sufficiently for the planting of trees in the following years.
  • Courses must be given on afforestation, forest preservation and natural restoration.
2.    The Ministry of Agriculture and Forestry must:
  • Strengthen the forestry and environment sector's organ to gain sufficient capacity to implement its role and responsibility with success.
  • Elaborate directives and strategic tasks in forestry to become targets, programme and detailed plans.
  • Study, outline laws on forestry and environment.
  • Control, stimulate the provisions to materialize the present conference's gains.
  • Send cadres to provinces and districts in urgent needs, namely in keys areas.
  • Assist directly certain localities in experiencing the grant of land and forests to cooperatives, villages, families and withdraw lessons from the concrete implementation's organization.
  • Acquire international assistance projects and foreign loans (outline the project's draft, official documents, present the proposal...).
  • Urgently proceed to the survey of forest resources throughout the country by year 1990 and assist localities in planning, cadaster registering to use in the grant of land and forests.
3.    Concerned ministries must:
  • The Ministry of Economy, Planning and Finance, the Ministry of Commerce and Foreign Economic Relations and the Bank must study and look for necessary budgetary income for the development of forestry and the preservation of environment.
  • Other ministries, state committees, mass organizations must coordinate with the Ministry of Agriculture and Forestry to organize the extensive propagation of the present conference's results to cadres and to the people and to plan elaborately the content of the strategy of forestry in their own projects and in the teaching materials of schools...
4.    The Cabinet of the Council of Ministers must:
  • Control and promote the Ministry of Agriculture and Forestry, localities and concerned ministries to proceed to its concrete implementation in each period, apply awards and disciplinary measures in due time.
  • Organize the report system, define report methods to grasp the precise figures reported, grasp the situation and improve it in due time.
The Conference expresses its gratitude to the Party central Committee and the Government who have organized this historical conference specially on forestry, supplying the deputies with further knowledge, attachment to the forests and patriotism, and the decision to strive to materialize the resolutions of the conference.
